Arizona law authorizes DLLC to require approved liquor-law training for applicants, licensees, employees who serve or sell alcohol, managers and managing agents.

Servers and sellers

Basic Title 4 training is used for servers and sellers based on their roles, employer or licensee requirements, and DLLC requirements. Some licensees require Basic training before employment.

Title 4 certification is not automatically required of every Arizona bartender, server or cashier.

DLLC licensing instructions require the owner or agent actively involved in day-to-day operations and disclosed managers to submit current Basic / Management Title 4 Certificates of Completion.

Managers involved in daily operations need current Basic and Management certificates.

Basic vs. Management Title 4 Training Explained

Basic training

Basic On-Sale and Basic Off-Sale address liquor-law responsibilities in different alcohol-service and retail settings. Select the Basic course that matches your work environment.

Management training

Management On & Off Sale addresses management responsibilities and liquor-law considerations for qualifying owners, agents and managers involved in daily operations.

Managers need to account for Basic training, too. Managers actively involved in day-to-day business operations must provide Certificates of Completion for both Basic and Management Title 4 training issued within the past three years. Basic training precedes or accompanies Management requirements.

Arizona Title 4 Certificate Validity: Three Years

Arizona Title 4 Certificates of Completion are valid for three years. DLLC licensing instructions require the applicable Basic / Management certificates to have been issued within the past three years.

For qualifying owners, agents and managers whose continued compliance requires training, keep both certificates current and arrange renewal or retraining before expiration.

Plan ahead for renewal.

Check the dates on your certificates. Keep copies available for your employer and for DLLC submission when required.

A Title 4 training certificate is proof of training, not a replacement for the business's liquor license.

Arizona Title 4 Frequently Asked Questions

Answers to help you choose the right course, understand requirements and keep training current.

Official guidance: Arizona liquor-law training authority (opens in a new tab) · Arizona DLLC (opens in a new tab)

What is Arizona Title 4 training?

Arizona Title 4 training is liquor-law training for alcohol-service, alcohol-sales and management roles. Choose Basic On-Sale, Basic Off-Sale or Management On & Off Sale based on your duties, employer or licensee requirements, and DLLC requirements.

Is Title 4 training required for every bartender or server in Arizona?

No. Do not assume that every bartender or server is universally required by state law to hold Title 4 certification. Arizona law authorizes DLLC to require approved liquor-law training for applicants, licensees, employees who serve or sell alcohol, managers and managing agents. Some employers or licensees require Basic training for servers or sellers before employment.

What is the difference between Basic On-Sale and Basic Off-Sale training?

Basic On-Sale addresses alcohol-service environments where alcohol is consumed at the licensed premises, such as bars and restaurants. Basic Off-Sale addresses alcohol sales for off-premises consumption, such as packaged-alcohol retail.

Who needs Arizona Title 4 Management training?

DLLC licensing instructions require the owner or agent actively involved in day-to-day operations and disclosed managers to submit current Basic / Management Title 4 Certificates of Completion. This is the stronger training requirement for qualifying owners, agents and managers involved in daily liquor operations.

Does a manager need Basic training before/with Management training?

Managers actively involved in day-to-day business operations must provide Certificates of Completion for both Basic and Management Title 4 training issued within the past three years. Basic training precedes or accompanies the applicable Management requirements. Confirm your Basic training status before enrolling; do not assume that a Management purchase alone supplies every certificate you need.

How long is Arizona Title 4 training valid?

Arizona Title 4 Certificates of Completion are valid for three years. Keep required Basic and Management certificates current and arrange renewal or retraining before expiration when continued compliance requires it.

Can I complete Arizona Title 4 training online?

Yes. ABC Server Training offers online Basic On-Sale, Basic Off-Sale and Management On & Off Sale course options. Choose the option appropriate to your role and requirements.

Which course should I take if I work in a restaurant or bar?

Basic On-Sale is the Basic course designed for on-premises alcohol-service settings such as restaurants and bars when that training is required. Qualifying owners, agents and managers should also review the Basic and Management requirements.

Which course should I take if I sell packaged alcohol for off-premises consumption?

Basic Off-Sale is designed for off-premises alcohol retail, including liquor stores, beer and wine stores, grocery stores and convenience retail. Confirm the course your employer or DLLC requires for your duties.

Can employers enroll multiple employees?

Yes. Use Enroll Your Employees and select Basic On-Sale, Basic Off-Sale or Management. Match each enrollment to the employee roles being trained; a team with different duties may need more than one course option.

Does Title 4 training give me a bartender license?

No. Title 4 training documents completion of liquor-law training; it does not itself grant a bartender license or replace the liquor license held by the business.
